This is the first year in which the U.S. Mint struck American Gold Eagles. The 1986 Uncirculated Gold Eagle is one of the more common issues as it has a very high mintage of over 912,000 coins struck. Only the 1998 and 1999 $5 Uncirculated Gold Eagles have higher mintages.
The 1989 $5 Uncirculated Gold Eagle tends to come with some minor spots or scratches especially if mishandled. Examples in MS69 are a little scarce and in perfect MS70 condition they are very scarce and much more difficult to find.
