The 1997 Satin Finish Nickels were only sold in the 1997 Botanic Garden Coin and Currency Sets. There were only 25,000 total sets sold.

Each 1997 Botanic Garden Mint Set contained an Uncirculated 1997 Botanic Garden Commemorative Silver Dollar, a 1997 Uncirculated (series 1995) currency note and finally, the set also contained the 1997 Special Satin Finish Jefferson Nickel.
The 1997 Satin Finish Jefferson Nickel was produced with specially prepared planchets and coin dies. Therefore, most coins tend to be in high Uncirculated grades of MS65 and higher with some of them being up to perfect condition.
