The basic nine-piece 1864 Proof Set contains both the copper nickel and bronze Indian cents, and introduced the Two Cent piece to help alleviate the shortage of small change brought about by hoarding during the Civil War. While the mintage of business strike silver issues was impacted by the war, the Proof coinage of 470 silver pieces was low, but not abnormally so.
