The U.S. Mint officially introduced the 2009-P Puerto Rico Quarter on April 02, 2009. This was also the second Quarter issued in the 2009 Commemorative Quarters Program. Examples up to about MS67 condition can be found with enough searching. Examples grading higher than MS67 however, are much more difficult to find.
