The U.S. Mint struck about 900 million 1989-D Roosevelt Dimes for circulation. Therefore, making it very common with the exception of very high grades, such as MS68 or higher. Anything grading lower than MS68 is fairly easy and inexpensive to obtain. Only MS68 examples or higher are scarce or rare and command a strong premium.
