The 1988-D Roosevelt Dime was mass produced. The Mint struck close to 1 billion examples that just about anyone can pull an example from circulation. Only in MS67 with Full Band details or higher are they scarce. Examples in MS68 with Full Band details on the reverse design are almost unheard of and are considered very rare.
