The 1981-P Washington Quarter is very common in circulated grades and can still be pulled from circulation. In Uncirculated grades it is common up to about MS65 grade and can be found in rolls or mint sets. Examples in MS66 they are much tougher but there are still hundreds of examples available. In MS67 condition they are hard to find with less than a few dozen known and none existing in any higher condition.
