The 1954-S Jefferson Nickel is extremely difficult to find with Full Step characteristics. Currently, PCGS has certified about 25 examples in all grades combined with the Full Steps designation. More than likley, examples diplaying Full Step characteristics were some of the first coins struck for this issue.
