The 1951-D Jefferson Nickel is really challenging to find displaying complete Full Steps on the reverse design. It is even more difficult to find in MS66 condition and with the Full Steps designation. There are no MS67 examples with Full Steps known or in better condition, making it one of the more difficult dates for the series in Gem condition. In example in MS66 condition with the Full Steps designation is considered really scarce with possibly less than 100 examples known.
