The 1809 "Circle in 0" Half Cent variety was created when a larger 0 was punched over a smaller 0 in the date. The initial 0 must have been from a punch intended for the Half Eagle (the 0's on the Dime and Quarter Eagle were too small), and both the Half Cent and the Half Eagle share similar shaped 9's. While not a particularly rare variety, this issue is very difficult to find in high circulated grades and is nearly impossible to find in Mint State.
